The digital Rules Book is available via Arbiter after you register on the CIF State cite, pass the 2026-27 NFHS test (available on the CIF State site) and pass your CIF State background.

I passed all three required tests (Registration, Rule Test and Background check), but I could not open the digital Rules Book, Please advise???
